Repurpose Aggregates is an enterprise focused on developing aggregate materials from the innovative reuse and repurposing of leftover or discarded construction, demolition, and excavation (CDE) material. Leveraging our deep history and knowledge of the industry, Repurpose Aggregates will create equitable replacements for virgin aggregates for manufacturing, construction, and reclamation projects. Understanding the problems facing the construction and development industries, it felt imperative to find sustainable solutions to the large increase in CDE refuse and the growing scarcity of raw materials available.

The last decade at Harford Minerals has introduced the recycling and sale of topsoil and biosoils, leading to business growth and expanded service area in the District of Columbia, Maryland, and Virginia (DMV) region. With additional investment made into the concrete recycling operations in 2014, Harford Minerals has become one of the largest materials recycling campuses in Maryland.

On January 27, 2021, Governor Larry Hogan and the State of Maryland’s Board of Public Works (BPW) approved a contract with Harford Minerals to study the use of sediment from shipping channels leading to the Helen Delich Bentley Port of Baltimore for innovative reuse and repurposing. This creates an important public-private partnership that will allow Repurpose Aggregate’s advancement to gain validation, market acceptance, and become the new industry standard for sustainable building.

In Q3 2020, Harford Minerals finalized a partnership with CDE Global, with whom Harford is investing in a plant to expand recycling and reuse operations. Over the past 25 years, with over 2,000 project installations across the world, CDE Global has grown to become one of the largest mineral wet processing equipment companies in the world.

The Harford Minerals plant will be the second of its kind in the United States of America, taking a major step forward for sustainability in the DMV region’s construction industry. Repurpose Aggregates is a direct output from the innovative reuse of discarded or leftover CDE materials developed through this partnership.

Repurpose Maryland is a planned innovation hub that represents the not-for-profit extension of Repurpose Aggregates. In collaboration with the various private and public entities (e.g., including, state agencies and the University of Maryland), Repurpose Maryland will be the research-focused arm of the company, focusing on creating the strategic partnerships and advancements that will drive the science and technology needed to develop innovative reuse and repurposing methods that will become the new standard of the industry and sustainable building.
